An institution, not an application

Twelve Seconds of the World is a public archive of ordinary time. Every day, witnesses in every timezone record twelve seconds of the place they are standing in. What is accepted is catalogued with its place, its hour, and its coordinate, and held under a hundred-year custody term.

The archive is deliberately unfashionable. It has no feed, no counts, no recommendations, and no algorithmic ordering, because none of those things are archival properties. It is built to be legible to someone who finds it in a century with no explanation attached.

Stewardship passes by written succession, and every steward inherits the same three obligations: keep the recordings, keep the catalogue, and keep the promise.

Long enough to hold a place, too short to perform in. The length is the whole editorial policy.

Accessioned, not posted

Every recording is catalogued with place, hour, and coordinate, or it is returned to the witness.

No counts, no reactions

Sorting is by time or proximity. Popularity is not an archival property, so it is not recorded.

Kept for a hundred years

A hundred-year custody term, a named steward, and a succession rule that outlives the software.
